Expansion ng voucher system nakikitang solusyon ni Gatchalian sa classroom congestion
Muling isinulong ni Senator Sherwin Gatchalian ang kanyang panukala na palawakin ang “voucher system” para matugunan ang isyu ng kakulangan ng classrooms sa public schools.
Paliwanag ni Gatchalian mas makakatipid ang gobyerno sa halip na magpagawa ng mga bagong paaralan, na mas magiging matagal din.
Sa kasalukuyan ang sakop lamang ng voucher system ay ang senior high school students, kung saan ang mga junior high school completers sa public schools ay maaring mag-aral sa private senior high schools gamit ang voucher mula sa Department of Education (DepEd).
Nais ni Gatchalian na masakop na rin ng voucher system ang Grade 6 graduates ng public schools.
“If you have a well-designed voucher system that is properly implemented, you won’t need to build more classrooms. You give the voucher to the student, and the student goes to the nearest, least congested school. We can divert some resources to expand our voucher system, especially in the urban areas, and help alleviate the congestion of classrooms,” katuwiran ng namumuno sa Senate Committee on Basic Education.
Sa ganitong paraan, dagdag pa ni Gatchalian, matutulungan na makabangon ang mga pribadong paaralan na lubhang naapektuhan ng pandemya.
Base sa datos ng DepEd, 32 porsiyento ng 39,186 schools ng Kindergarten hanggang Grade 6 ay siksikan, 41 porsiyento naman ng 10,1888 junior high schools at 50 porsiyento ng 7,520 senior high schools.
