Hiniling ni Senator Francis Escudero ang “scientific study” na nagsasabing palpak ang National Service Training Program (NSTP) kayat dapat na itong palitan ng mandatory Reserve Officers’ Training Corps (ROTC) program.
Sinabi ni Escudero na kailangan ay mailatag ng mga nagsusulong ng pagbabalik ng ROTC ang pag-aaral para makumbinsi ang publiko.
Sa pag-sponsor sa Senate Bill 2034, binanggit ni Sen. Ronald dela Rosa na sinabi ng Commission on Higher Education (CHED) na palpak ang NSTP.
Ngunit giit ni Escudero hindi dapat basta-basta nakikinig sa pahayag ng sumusuporta sa panukala hanggang walang nailalabas na pormal na pag-aaral na nagsasabing walang mabuting naidulot ang ROTC.
“I’m asking for a study with respect to number one, the success or if at all, the failure of the ROTC before the NSTP law; and number two, a study, a review, or findings based on evidence and facts that the NSTP was indeed a failure. I have yet to see a study based on facts and evidence that indeed it is a failure, and indeed ROTC is better because you have to remember that ROTC is still a part of the NSTP at present,” ani Escudero.
