Idineklarang terorista ng Anti-Terrorism Council (ATC) si Negros Oriental Congressman Arnolfo Teves Jr. at 12 iba pa.
Kasama sa mga idineklarang terorista ang kapatid nito na si Pryde Henry Teves, Marvin Miranda, Rogelio Antipolo, Rommel Pattaguan, Winrich Isturis, John Louie Gonyon, Dachniel Lora, Eulogio Gonyon Jr. Tomasino Aledro, Nigel Electona, Jomarie Catubay at Hannah Mae Sumero Oray.
Base sa Anti-Terrorism Council Resolution No. 43, nilabag umano ng grupo ni Teves ang Sections 4,6, 10 at 12 ng Anti-Terrorism Act dahil sa mga serye ng mga pagpatay at pangha-harass sa mga residente sa Negros Oriental.
Partikular na tinutukoy ng resolusyon ng ATC ang ginawang paglusob ng grupo ni Teves sa bahay ni Governor Roel Degamo.
Matatandaang pinagbabaril si Degamo at iba pang mga tauhan nito habang namamahagi ng ayuda.
Nilagdaan ni Executive Secretary Lucas Bersamin na tumatayong chairman ng ATC ang resolusyon.
Lumagda rin sa resolusyon sina National Security Adviser Eduardo Ano na tumatayong vice chairman ng ATC at retired Director General Ricardo de Leon na nagsisilbing head ng ATC secretariat.
