Sa ikalawang State of the Nation Address (SONA), itinulak ni Pangulong Marcos Jr., ang Medium-Term Fiscal Framework (MTFF) kabilang na ang excise tax sa single-use plastics, at value-added tax (VAT) sa digital services.
Nais din ng Pangulo na magkaroon ng rationalization sa mining fiscal regime at motor vehicle user’s charge o road user’s tax.
Sa naturang panukala, nasa P12.4 hanggang P15 bilyon ang makokolektang buwis sa unang taon ng implementasyon nito.
