Sen. Win Gatchalian pinatitigil sa ERC ang “pasa tax” ng NGCP sa konsyumer
Ipinapasa ng National Grid Corporation of the Philippines (NGCP) sa konsyumer ng kuryente ang tatlong porsiyentong franchise tax na ibinabayd sa gobyerno.
Ito ang sinabi ni Sen. Win Gatchalian kayat hinimok niya ang Energy Regulatory Commission (ERC) pigilan ang ginagawang ito ng NGCP.
“The ERC should stop the pass-through. Consumers should not be paying for what the NGCP owes the government. The practice should be terminated as soon as possible,” ani Gatchalian.
Pagpupunto ng vice chairperson ng Senate Committee on Energy na ang bahay na nakakakonsumo ng 200 kWh kada buwan sa kuryente mula sa Meralco ay nagbabayad ng karagdagang P37.72 kada taon dahil sa naturang gawain ng NGCP.
Paliwanag ni Gatchalian, base sa desisyon ng Korte Suprema noong 2002, hindi maaring ipasa sa mga konsyumer ang income tax dahil hindi naman itong maituturing na “operating expense.”
Aniya sa kaso ng NGCP, ang franchise tax ay hindi “operating expense.”
Dapat aniya bawiin ng ERC ang 2011 resolution na pinagbasehan ng NGCP ng pagpapasa ng kanilang buwis sa mga konsyumer ng kuryente.
