November 2022 nang maupo sa puwesto bilang LTO Chief si Atty. Jay Art Tugade kung saan iniutos niya agad na simulan na ang mga unang hakbang para sa pagbili ng mga lisensya at plaka.
Hindi tao ni DOTr Sec Bautista si Asec Tugade.
Noong January 2023, inilabas ng DOTr ang Special Order (SO) No. 2023-024 na nagbigay direktibang ilipat mula LTO patungong mother agency nito na DOTr ang authority o kapangyarihang mag-procure ng mga lisensya. Hindi rin itinakda ng SO ang LTO bilang end-user.
Ano nga ba ang nakasaad sa naturang SO?
“SO 2023-024 dated 25 January 2023 authorizes the DOTr Central Bids and Awards Committee (CBAC) to procure projects of sectoral agencies with approved budget of more than Php50 million”. Ang budget para sa kontrata bg 5.2 milyong plastic cards ay nasa P249 million.
Ibig sabihin, dahil Php50 million pataas ang pondo, ang DOTr Central lang at hindi ang LTO ang maaring mag-procure ng milyung-milyong plastic cards.
Noong March 21, 2023, nagpatawag ng meeting si DOTr Secretary Jaime Bautista, kung saan kasamang dumalo sina DOTr Undersecretary for Legal Affairs, DOTr Undersecretary for Finance and Administration, LTO Assistant Secretary, LTO Executive Director, at mga kinatawan ng DOJ, GPPB, at DOTr Procurement Service.
Sa meeting na yon, nagbigay ng garantiya ang DOTr na tatapusin ang procurement sa loob ng 28 na araw. In fact, the DOTr cited “good governance” as one of the reasons why they had to procure the DL cards and plates.
Only after the said meeting that the DOTr issued Special Order No. 2023-088 dated 21 March 2023 designating LTO as the end-user for the projects and provisional member of the DOTr CBAC.
Sa madaling salita, nitong Marso lamang nailipat sa LTO ang karapatang maging bahagi ng procurement process bilang end-user para sa mga proyektong nabanggit. As a consequence, LTO transmitted other documents required for the procurement on the same day.
Ngayon, bakit LTO ang sisisihin? Bakit hindi iyong DOTR- Central na may poder sa mga kontratang higit P50-M pataas? Sino nga ba ang may sala? Sino ba mga nagpa-powertrip at the expense of motorists? Kayo na ang humusga.
