Batas para sa dagdag sahod sa mga nurse, ibinasura ni PNoy
Pinigil ni Pangulong Benigno Aquino III ang panukalang batas na magtataas sa sahod ng mga nurse o ang Comprehensive Nursing Law.
Sa mensahe ni Pangulong Aquino, sa senate president at sa house speaker, ipinaliwanag na ang pag-veto niya sa Senate Bill 2720 at House Bill 6411 ay dahil itinaas na ang base pay ng mga entry level nurses sa pamamagitan ng executive order 201 series of 2016.
Sa nasabing kautusan, mula sa dating P228,924 ay itinaas sa P344,074 ang guaranteed annual compensation ng mga bagong nurse.
Bukod pa ito sa iba pang benepisyo at allowances na tinatanggap ng mga nurse sa ilalim ng Magna Carta of Public Health.
Ayon sa pangulo, ang panukala na magtataas sa sahod ng mga nurse ng apat na grade ay makakagulo lamang sa umiiral na salary structure ng gobyerno at magdudulot ng distortion sa sahod hindi lamang ng mga medical at health care professionals kundi sa iba pang propesyon sa government service.
Bukod dito, sinabi ng pangulo na kung papayagan niya ang nasabing panukala malalampasan ng mga nurse ang sweldo ng mga kahalintulad nitong propesyon tulad ng mga optometrist at dentista.
Hindi rin aniya ikinunsidera ng panukala ang kakayahang pinansyal ng marami sa mga ospital ng gobyerno at ang epekto nito sa pribado at non-government health institutions na posible pang magresulta sa pagtatanggal ng mga personnel nito.
“The proposed increase seemingly disregards the financial capacity of most local government hospitals and also affects the financial viability of private hospitals and non-government health institutions, and may possibly lead to downsizing of hospital personnel and consequent increase in health care costs,” ayon sa Pangulo.
