Pero ayon kay Romualdez, dapat idaan ang Cha-cha sa constituent assembly (con-ass) at hindi sa constitutional convention (con-con).
Sa ilalim ng con-ass, ang mga mambabatas lamang ang may kapangyarihan na amyendahan ang Saligang Batas.
Una rito, sinabi ni Leyte Congressman Richard Gomez na pabor si Romualdez sa con-ass.
Pero ayon kay Romualdez, kung mayroong ibang bersyon ang Senado sa pag-amyenda sa Saligang batas, ito ay kanyang igagalang
