Aarangkada na sa loob ng buwang ito ang kauna-unahang Market One-Stop-Shop (MOSS) system sa Murphy Market sa Quezon City.
Ayon kay Quezon City Mayor Joy Belmonte, ang MOSS ay proyekto ng Market Development and Administration Department (MDAD) na layuning gawing simple at digital ang proseso ng market registration at permit application para sa mga QCitizen market owners, vendors, at stall owners sa eight city-owned public markets.
Ayon kay Belmonte, madaling makikita ng mga nagbabalak na maging stall holders ang mga available na stalls, mga documentary requirements, magkanong halaga at iba pa.
Sa ganitong paraan ayon kay Belmonte, makaiiwas sa abala at mahabang pila ang mga nagbabalak na maging stall holders.
“Inconvenience and inefficiency caused by the traditional manual market management system affects the productivity of market vendors. Thus, the city has initiated MOSS which digitalizes all these processes, shortens waiting time, and eliminates the hassle of going physically to City Hall,” pahayag ni Belmonte.
Nabatid na ang MOSS ay isasama na sa Business One Stop Shop (BOSS) ng lungsod bilang bahagi ng streamlining sa business permit process.
“In addition to efficiency and convenience, the new system addresses corruption and the ‘palakasan’ system. Sa pamamagitan ng MOSS, para ka lang nag-rereserve ng ticket sa sinehan kung gusto mong magkapwesto sa palengke o temporary vending site,” pahayag ni Belmonte.
Maa-access ang bagong sistema sa QC E-Services portal na una nang binuo ng lokal na pamahalaan para sa mga market owners, vendors, at hawkers sa lungsod.
Ayon kay MDAD Officer-in-Charge Ma. Margarita Santos, target ng lokal na pamahalaan na mai-rehistro ang 12,000 stall holders sa 8 city-owned public markets, 32 private markets, 124 approved temporary vending sites for hawkers, at 46 talipapas.
“Data gathered through MOSS is very vital for the city because this will be used as the basis for the establishment of additional public markets and vending sites if needed. MDAD is already looking for possible locations that can be utilized as vending sites,” pahayag ni Santos.
