Maharlika Investment Fund bills naging mitsa ng debate sa Senado

Sa kanilang bilang na dalawa, wala ng nagawa sina Senate Minority Leader Koko Pimentel at Deputy Minority Leader Risa Hontiveros nang magdesisyon ang kapwa 19 senador na tama ang ‘referral’ sa ipinasang Maharlika Investment Fund bill ng Kamara, gayundin ang katulad na panukala ni Senator Mark Villar.

Kinuwestiyon ni Pimentel na sa Committee on Banks, Financial Institutions and Currencies ibinigay ang dalawang panukala at nangangahulugan na si Villar ang mamumuno sa mga pagdinig.

Katuwiran pa ni Pimentel layon ng panukala ang pagbuo ng Maharlika Investment Fund Corp., na isang government owned and controlled corporation (GOCC).

“I think the correct and proper committee to be the primary committee would be our Committee on Government Corporations and Public Enterprises. Because undoubtedly, the two bills create a GOCC, but it does not create a bank, it is not about currency,” paliwanag pa ni Pimentel.

Ayon naman kay Senate President Juan Miguel Zubiri ang pangunahing layon ng mga panukala ay ang pagkakaroon ng pondo kayat ibinigay ito sa komite ni Villar.

“The government corporations will be more or less if we create a new GOCC and create a charter. We’re not creating a charter in this Maharlika Investment Fund,” sabi pa ni Zubiri.

Nauwi sa botohan ang diskusyon at sina Pimentel at Hontiveros lamang ang bumoto na mailipat ang mga panukala sa ibang komite.

Labing siyam ang pumabor sa ‘referral,’ nag-abstaion naman si Sen. Pia Cayetano, samantalang hindi nakaboto dahil wala sa plenaryo si Sen. Alan Peter Cayetano, na chairman ng¬† Committee on Government Corporations and Public Enterprises.
