Nanumpa na sa tungkulin si Garafil sa harap ni Pangulong Marcos sa Malakanyang.
Oktubre 7, 2022 nang itinalaga ni Pangulong Marcos bilang officer-in-charge ng PCO.
Bago naitalaga sa PCO, nagsilbi muna si Garafil bilang pinuno ng Land Transportation Franchising and Regulatory Board.
Isang dating mamahayag si Garafil bago pumasok sa gobyerno.
