Bubuhaying muli ng Deparment of Information and Communications Technology ang mga dating programang libreng Wi-Fi at Vaccination Certificate (VAXCertPH) program ng Department of Health na nasimulan ng administrasyon ni dating Pangulong Rodrigo Duterte.
Ayon kay DICT Secretary Ivan Uy, nag-expire na ang kontrata sa software na ginagamit para sa VAXCertPH ng DOH noong Setyembre 30.
Nakipag-ugnayan na rin naman aniya ang DICT sa DOH para ipaubaya na sa kanila ang pamamahala.
Pero tinanggihan aniya ito ng DOH at sinabing hindi pa sila handa.
“Iyong vaccination certificate, ang ano po natin doon is we’re coordinating with the DOH ‘no dahil ang… the software that we’re using, which was contracted with the provider, with the third-party provider. Technically nag-expire po ng September 30. Prior to that time, we were in talks with DOH na ang dapat po kasi after DICT has maintained it, we trained people in DOH to do it upang mai-turnover na namin iyong buong sistema sa DOH at sila na magpalakad noon. But we were informed recently by OIC Vergeire na iyong mga tauhan sa DOH ay hindi pa ho handa to accept and to run the system,” pahayag ni Uy.
Hiniling aniya ng DOH sa DICT na kung maari ay sila na muna ang magpatakbo sa naturang programa.
Pero ang problema ayon kay Uy, walang pondo ang DOH.
Hindi na rin aniya kasama pondo ng DICT dahil inaasahan nila na ang DOH na ang magpapatakbo sa programa.
“So ni-request nila for DICT to continue running the system for them and in the meantime until they have the capacity to absorb the system. Then we asked them, okay, so we will continue running it, but we need to renew iyong kontrata dahil September 30 nag-expire iyon at tinanong namin DOH, “May budget ba kayo so we can continue with the contract?” Sabi nila wala, so now pinasa ulit sa DICT eh hindi ho naka-program iyan sa budget namin, iyong renewal because we were expecting that by September 30, we would turn it over already to DOH and they will assume the full operation and responsibility and the funding for that,” pahayag ni Uy.
Naghahagilap na aniya ng pondo ang DICT para ipagpatuloy ang VAXCertPH program.
Samantala, bubuhaying muli ng DICT ang programang libreng Wi-Fi.
Noon pa kasi aniyang December 2021, nag-expire ang kontrata.
“Dati po mayroon pong ini-launch na Free Wi-Fi project during the past administration. Medyo… it faced a lot of challenges ‘no, maraming areas na nabigyan ng free Wi-Fi, eh nag-expire ho noong December 2021 iyong mga kontrata at wala pong abiso. Ang nangyari po is noong nag-end ng December 31, 2021 iyong supply of the bandwidth, naputol dahil tapos na iyong kontrata at wala hong ginawa na i-renew man lang iyong connectivity noon for January of 2022 up to the present,” pahayag ni Uy.
“So maraming mga areas po na under the Free Wi-Fi project eh wala hong… deactivated. They are all not live. Nandoon ho iyong mga equipment, nandoon iyong mga tore, nandoon iyong mga transmitters pero walang kargang bandwidth dahil hindi po ni-renew ng previous administration iyong mga connectivity from January 2022 up to today. So, because of that, we need to light up all of those again ‘no and we need to program all of those, identify ano bang mga areas because napakarami po na areas na pinatay iyong connection because of the expiration of the contract. So, we need to turn them on again,” dagdag ni Uy.
Wala naman aniyang dapat na ipag-alala ang publiko dahil mayroon naming “Broadband sa Masa” na programa si Pangulong Ferdinand “Bongbong” Marcos.
Katunayan, tatlong isla sa Zamboanga City ang unang nakinabang sa naturang programa.
Ito ay ang mga isla ng Sacol, Pangapuyan at Tigtabon.
Thirty percent aniya sa populasyon sa bansa ang wala pa ring koneksyon sa internet.
Sadya aniyang mahirap na mabigyan ng koneksyon saa internet ang lahat ng mahigit pitong libong isla sa bansa dahil sa kakapusan ng pondo.
Matatandaang sa unang State of the Nation Address ni Pangulong Marcos, sinabi nitong kailangan na palakasin ang internet connectivity para mapabilis ang pag unlad ng bansa.
