Nograles, muling hinimok ang pagbuo ng Sierra Madre Development Authority
Kasabay ng paggunita sa Save Sierra Madre Day sa araw ng Lunes, Setyembre 26, at pagtama ng Bagyong Karding, muling umapela si Rizal 4th District Rep. Fidel Nograles na ipasa ang panukalang batas na bumuo ng isang ahensya para sa conservation at pamamahala ng 540-kilometer mountain range.
“Amid the threat of Karding, Sierra Madre has once again shown just how crucial it is in protecting us against extreme weather events. The Sierra Madre Development Authority (SMDA) will help us preserve this shield in the face of a worsening climate crisis,” pahayag ng kongresista.
Si Nograles ang may akda ng House Bill No. 1972, na layong magtatag ng Sierra Madre Development Authority (SMDA).
Sakaling mabuo, mamumunuan ng SMDA ang anti-illegal logging and reforestation campaigns ng gobyerno. Ito rin ang kikilos upang maiwasan ang pagtatayo ng mga ilegal na imprastraktura at bumuo ng indigenous resources sa nasabing lugar, at magbigay ng sapat na kaalaman sa publiko hinggil sa kahalagahan ng bulubundukin.
Magiging mandato rin nito na magsagawa ng survey sa physical at natural resources ng Sierra Madre at maglatag ng komprehensibong plano upang ma-conserve at magamit nang maayos para maisulong ang social at economic development sa naturang rehiyon.
Pangangasiwaan din ng SMDA ang pagpaplano at pagsasagawa ng infrastructure projects tulad ng river, flood, at tidal control work, wastewater at sewerage work, dams at water supply, roads, irrigation, housing, at iba pa.
Ia-assess at aaprubahan din nito ang lahat ng mga plano, programa, at proyekto na ipinanukala ng mga lokal na pamahalaan o ahensya na may kinalaman sa pagpapaunlad ng bulubundukin.
Malaki ang naibibigay na water supply ng Sierra Madre sa Metro Manila, at maging sa Cagayan, Isabela, Nueva Vizcaya, Nueva Ecija, Quirino, Aurora, Quezon, Rizal, Laguna, at Bulacan.
“Maraming nagsasabi na ‘we got lucky’ at naiwasan natin ang mas matinding sakuna na dala ng Karding. Pero hindi natin dapat inaasa ang kapakanan natin sa swerte. We must act, and we must act now,” saad ni Nograles.
Dagdag nito, “We have to be more aggressive, strategic, and comprehensive in our efforts to mitigate the effects of the climate crisis. The SMDA will be a massive help in unifying our efforts.”
