Posibleng ‘splitting’ sa DepEd procurement contracts nais masilip ni Sen. Jinggoy Estrada
Nais ni Senator Jinggoy Estrada na maimbestigahan sa Senado ang computer procurement program ng Department of Education (DepEd) para malaman kung may nangyayaring ‘splitting of contracts.’
Paliwanag ni Estrada nais niyang madetermina kung ang ginagawa ang ‘splitting of contracts’ para may mapaboran na ilang suppliers.
Pagdidiin ng senador, labag sa RA 9184 o ang Government Procurement Reform Act ang pagbibigay ng mga kontrata sa pare-parehong suppliers, gayundin ang paghahati-hati sa ‘bigtime contract.’
“Based on my research on DepEd’s contracts, I always encounter the names of ASI or Advance Solutions Inc., Columbia Technologies, Reddot Imaging Phils., Techguru Inc., and Girl Teki Inc. Why are these suppliers so lucky that they almost always win juicy DepEd contracts that run into billions of pesos over the years,” sabi pa ni Estrada.
Dagdag pagbubunyag pa nito, ilan sa mga naging suppliers ng DepEd na nakakuha ng bilyong-bilyong pisong halaga ng mga kontrata para sa Chinese-made computers ay walang websites at napakahirap hanapin ang address sa Manila.
Ipinagtataka pa nito na hindi nagsagawa ng audit ang Commission on Audit sa mga kontratang nakuha ng ‘favored suppliers’ sa kabila nang kuwestiyonableng paraan ng pagbili ng DepEd.
“For instance, Advance Solutions Inc and Columbia Technologies have been supplying DepEd for many years and the value of their accumulated contracts amount to billions. Why were they not scrutinize before?,” tanong ni Estrada.
Ito din aniya ang kaso sa tatlo pang nabanggit niyang suppliers.
Pagdududa ni Estrada na ang pag-iimbestiga sa pagbili ng DepEd ng P2.4 bilyong halaga ng laptops para sa mga guro ay bunga lang ng pagmamaktol ng mga natalong suppliers.
Aniya mas makakabuti kung may mga iba at bagong suppliers na nakakabahagi sa bidding dahil pabor ito sa gobyerno.
