Sitwasyon ng contractuals, casuals sa gobyerno itinuro sa DBM, COA
Sakop na ng Commission on Audit (COA) at Department of Budget and Management (DBM) ang sitwasyon ng casuals at contractual employees sa mga ahensiya ng gobyerno.
Ito ang naging tugon ni Civil Service Commission Chairman Karlo Nograles sa tanong ni Sen. Risa Hontiveros sa pagharap niya sa Commission on Appointments (CA) para sa kumpirmasyon ng kanyang nominasyon.
Bago ito, binanggit ni Hontiveros na sa 1.8 milyong kawani ng gobyerno, 633,000 ang casuals at contractuals.
Bukod pa dito aniya ang 150,000 bakanteng posisyon.
Pinuna ng senadora na naging polisiya na ng gobyerno ang pagkuha ng job orders (JOs) at contracts of service (COS) employees.
Pagdidiin ni Hontiveros, napapagkaitan ang mga ito ng mga benepisyo at security of tenure.
“Could the committee please know if the chair is comfortable with this state of affairs in the civil service? And may we know how he intends to widen the opportunities for regularization available to workers holding JO and COS positions and thereby include these workers within the ambit of government social protection programs?” tanong ni Hontiveros kay Nograles.
Tiniyak naman ni Nograles na gumagawa sila ng mga paraan para makakuha ng mga kawani sa plantilla positions.
