Ayon kay Press Secretary Trixie Cruz-Angeles, wala sa P1. 2 bilyong pondo ng Office of the Press Secretary ang nakalaan para sa IBC13.
Sinabi pa ni Angeles na humirit ang OPS sa House Committee on Appropriations para sa personal services maintenance and other operating expenses at capital outlay para maituloy ang operasyon ng IBC subalit hindi ito pinagbigyan ng mga mambabatas.
