Hindi agad-agad na magbubunga ang Rice Competitiveness Enhancement Fund (RCEF).
Ito ang sinabi ni Sen. Cynthia Villar at aniya, ang pagiging mapagkumpetensiya ng Pilipinas sa produksyon ng bigas ay nangangailangan ng sapat na panahon.
“I wrote the law on Rice Competitiveness Enhancement Fund but it will take time to be able to train farmers to adopt the business model where we have to mechanize,” aniya.
Dagdag pa nito, “We have to teach the farmer how to produce their own inbred seeds so that productivity will increase and their production cost will go down.”
Nabanggit niya na ang mga magsasaka sa Vietnam ay gumagasta ng P6 kada kilo ng palay, samantalang sa bansa ay P11.50.
