Mandatory ROTC sa mga estudyante, ibabalik ni Pangulong Marcos
Sinabi ni Pangulong Ferdinand “Bongbong” Marcos, Jr. sa kaniyang unang State of the Nation Address (SONA) na hihilingin niya sa Kongreso na gumawa ng bagong batas para gawing mandatory muli ang pagkuha ng Reserve Officers’ Training Corps (ROTC) ng mga estudyante na nasa Senior High School o nasa Grade 11 at 12.
Saklaw nito ang mga estudyante na nasa public at private tertiary schools.
“This seeks to reinstitute the ROTC program as a mandatory component of senior high school programs (Grades 11 and 12) in all public and private tertiary-level educational institutions. The aim is to motivate, train, organize and mobilize the students for national defense preparedness, including disaster preparedness and capacity building for risk-related situations,” ani Marcos.
Una rito, sinabi ni Vice President at Education Secretary Sara Duterte na panahon na para ibalik ang ROTC.
Taong 2001 nang mabalot ng kontrobersiya ang ROTC nang mamatay ang estudyante ng University of Sto. Tomas na si Mark Wilson Chua.
Taong 2002, agad na ipinasa ng Kongreso ang Republic Act 9163 na gawin na lamang optional ang ROTC sa pamamagitan ng National Service Training Program Act of 2001.
Bukod sa pagbabalik sa mandatory ROTC, 18 panukalang batas pa ang inilatag ng pangulo sa Kongreso:
- National Government Rightsizing Program o ang pagbabawas ng mga empleyado sa gobyerno
- Budget Modernization Bill
- Tax Package 3: Valuation Reform Bill
- Passive Income and Financial Intermediary Taxation Act
- E-government Act
- Internet Transaction Act o E-Commerce law
- Government financial institutions unified initiatives to distressed enterprises for economic recovery
- The establishment of a Medical Reserve Corps
- National Disease Prevention Management Authority
- Creation of the Virology Institute of the Philippines
- Department of Water Resources
- Unified system of separation, retirement and pension
- E-governance Act
- National Land Use Act
- National Defense Act
- Enactment of an enabling law for the natural gas industry
- Amendments to the electric power industry reform act or epira (rep. Act no. 9136)
- Amendments to the build-operate-transfer
