Paliwanag ng Catholic Bishops Conference of the Philippines (CBCP), tungkulin ng miyembro ng Dicastery na tumulong sa pagpili sa mga itatalagang obispo sa iba’t ibang diyosis sa pamamagitan ng pagpapayo sa Santo Papa.
“The ultimate decision in appointing bishops rests with the pope, and he is free to select anyone he chooses. Usually, the pope’s representative in a country, the apostolic nuncio, passes on recommendations and documentation to the Vatican,” ayon sa CBCP.
Magugunitang itinalaga na rin ng Santo Papa si Cardinal Advincula sa Congregation for the Clergy.
