DILG, hinimok ang mga barangay na magpatupad ng registration system para sa mga kasambahay
Kasunod ng mababang turnout ng barangays registering domestic workers o kasambahay, hinimok ng Department of the Interior and Local Government (DILG) ang lahat ng barangay sa bansa na magpatupad ng registration system para sa mga barangay.
Ayon sa kagawaran, layon din nitong matiyak na nakakasunod ang mga employer na protektahan ang mga karapatan ng mga kasambahay.
Sinabi ni DILG Secretary Eduardo Año na sa kabuuang 42,046, 3,359 barangay lamang sa buong bansa na may mga rehistradong kasambahay ang hindi tumatalima sa mga probisyon ng Republic Act (RA) 10361, o “Domestic Workers Act” o “Batas Kasambahay”.
“There is more work to be done in the barangays in imploring better kasambahay registration turnout only. We direct our Punong Barangays (PBs) to be more proactive in instituting a registration system for our helpers as it is critical to ensuring that they are accorded the full protection of the law,” pahayag ng kalihim.
Dagdag nito, “With the care and service they [kasambahays] provide to households, especially to parents and their children, domestic workers deserve safe and healthful working conditions.”
Sinabi ni Año na sa Region 5 nakapagtala ng pinakamaraming bilang ng barangay na may kasambahay registration na 627, sumunod ang Region 6 na may 584, at Region 8 na may 499.
Mababa naman sa 200 barangay ang rehistrado sa karamihan ng mga rehiyon.
Giit ng kalihim, dapat pangalagaan ng mga punong barangay ang kapakanan ng mga kasambahay at maprotektahan laban sa lahat ng uri ng pang-aabuso at economic exploitations sa pamamagitan ng pagpapatibay ng Batas Kasambahay at Implementing Rules and Regulations (IRR).
Sa ilalim ng IRR ng Republic Act 10361, responsable ang punong barangay sa Registry of Kasambahay sa kaniyang nasasakupan na bawat employer na irerehistro ang kasambahay sa ilalim ng kaniyang employment sa barangay ng kaniyang tirahan.
Kailangan ding i-enroll ng employer ang kasambahay sa SSS, PhilHealth, at Pag-IBIG.
“Our PBs and barangay officials are integral in realizing the full effect of Batas Kasambahay in the communities. Because registration is crucial for kasambahays to enjoy government-mandated benefits, we need the cooperation of our LGUs to ensure that employers are acting in accordance with our decree,” ani Año.
Samantala, sa datos ng DILG – National Barangay Operations Office (NBOO) hanggang Hunyo 7, nasa 32,902 kasambahay ang rehistrado sa buong bansa, kung saan 28,149 barangay ang nakapagtalaga ng kanilang Kasambahay Desk at 28,074 barangays ang mayroong Kasambahay Desk Officer.
