President-elect BBM, dapat maging transparent sa pagpili ng susunod na CHR commissioner
Inihayag ng Human Rights Watch (HRW) na dapat maging transparent si President-elect Ferdinand ‘Bongbong’ Marcos Jr. sa pagpili ng susunod na kwalipikado at independent human rights experts bilang commissioners ng WCommission on Human Rights (CHR).
Ayon sa international group, sa ilalim ng 1987 Constitution, nabigyan ng kapangyarihan ang CHR na mag-imbestiga ang mga human rights violation at isulong ang karapatang pantao sa bansa.
Sa gitna ng mga kontrobersya ng kanilang pamilya, lalo na ang mga umano’y human rights abuses sa kasagsagan ng pamumuno ni dating Pangulong Ferdinand Marcos Sr., sinabi ng HRW na importante bilang ‘first test’ ang pag-appoint ni Marcos Jr. ng mga commissioner para mapakita ang pangako ng administrasyon nito sa karapatang pantao.
Ayon kay Phil Robertson, deputy Asia director ng Human Rights Watch, dapat magtalaga si Marcos Jr. ng mga commissioner na mayroong napatunayang track records sa pagdepensa sa karapatang pantao.
“Given the grave human rights situation in the Philippines, these new commissioners should be independent and strongly committed to fearlessly and impartially upholding the commission’s mandate and duties,” pahayag ni Robertson.
Dagdag ng HRW, dapat magpulong ang susunod na pangulo ng isang independent search committee na magbubuo ng listahan ng mga kandidato para maging commissioner.
Ang naturang komite anila ang tutukoy ng mga indibiduwal na may matibay na human rights backgrounds at credentials.
Dapat din anilang magkaroon ng partisipasyon ang human rights community at civil society sa bansa upang makapagbigay ng mga kandidato na magrerepresenta sa vulnerable sectors, tulad ng mga taong may kapansanan, matatanda, kabataan, LGBT community, at iba pa.
“Marcos is in a strong position to set the Commission on Human Rights in a positive direction for the next seven years by selecting independent, credible rights advocates as commissioners,” ani Robertson.
Aniya pa, “By building up rather than tearing down the commission, Marcos would help dispel people’s fears about human rights under his administration.”
Sa mga susunod na araw, inaasahan ang anunsiyo ng kampo ni Marcos ukol sa mga itatalaga pang opisyal ng gobyerno.
