Administrasyong Aquino, handa sa imbestigasyon ng incoming administration sa DAP
Hindi natatakot ang Malacañang sa planong pagpapa- imbestiga ni incoming President Rodrigo Duterte sa mga opisyal ng Aquino administration dahil sa umanoy iligal na implementasyon ng Disbursement Accelaration Program (DAP).
Nanindigan si Communications Sec. Sonny Coloma na matapat na sinusunod ng Pangulo ang Konstitusyon at batas ng bansa sa lahat ng pagkakataon.
Ipinaalala ni Coloma na malinaw sa desisyon ng Korte Suprema na itinaguyod nito ang operative fact doctrine sa isinumiteng motion for reconsideration ng Solicitor General.
Sa nasabing pasya, malinaw din na kinilala ng Supreme Court ang presumption of regularity sa implementasyon ng DAP.
“As Chief Executive, President Aquino faithfully followed the Constitution and the laws of the land. If we may recall, the Supreme Court upheld the motion for reconsideration filed through the Office of the Solicitor General, particularly on the operative fact doctrine. In that Decision, the Supreme Court categorically ruled and upheld the presumption of regularity in the implementation of the DAP”, dagdag pa ni Coloma.
