DILG sa LGUs: Ipagtibay ang mga ordinansa ukol sa “no CCTV, no business permit” policy
Hinimok ng Department of the Interior and Local Government (DILG) ang mga lokal na pamahalaan na pagtibayin ang mga ordinansa ukol sa paglalagy ng closed-circuit television (CCTV) systems bilang isa sa mga kailangan bago maglabas ng business permit.
Ayon kay DILG Secretary Eduardo Año, dapat maging prayoridad ng mga local government unit (LGU) ang seguridad ng publiko kasabay ng unti-unting pagbabalik ng normal na buhay ng mga mamamayan.
“CCTVs are applicable technologies that should be utilized to keep criminal activities and their perpetrators at bay,” pahayag ni Año, na isa ring chairperson ng National Peace and Order Council
Dagdag nito, “Ngayon ang tamang panahon para i-require ang mga negosyo na mag-install ng CCTV. People are going out of their homes and in various establishments nowadays due to lower COVID-19 cases and a CCTV system is a powerful tool that can aid LGUs in ensuring public safety, deterring crimes, and identifying and apprehending culprits.”
Sinabi ng kalihim na kailangang pangunahan ng LGU, partikular ng Sanggunian, dahil malaki aniya ang ambag nito upang malabanan ang kriminalidad.
Sa bisa ng DILG Memorandum Circular (MC) No. 2022-060, sinabi ni Año na kabilang sa mga establisyemento na mayroon dapat CCTV ang financial establishments tulad ng bangko, sanglaan, money lenders, at money remittance services, at maging ang iba pang negosyo, shopping malls, shopping centers, supermarkets, palengke, at medical facilities.
Dapat mayroon ding nakakabit na CCTV cameras sa entertainment places, paliparan, public transportation terminals, parking lots, car dealerships, gasoline stations, vehicle maintenance/service stations, at iba pa.
“Malaki po ang maitutulong ng business establishments sa pagpapanatili ng kaayusan sa kanilang mga komunidad sa pamamagitan nang pag-prioritize sa installation ng CCTVs sa kanilang mga negosyo. We must work in synergy towards a more peaceful community,” paliwanag ni Año.
Palagi aniyang nakakatulong ang CCTV footages sa mga isinasagawang imbestigasyon ng mga awtoridad upang maresolba ang mga kaso.
“We have already made significant strides in lowering the country’s crime rate in the last five years. It is imperative that we sustain this progress and enforce innovative policies that can further improve peace and order in our communities,” aniya pa.
