LGUs, pinabubuo ng transition team para sa maayos na pagpasa ng responsibilidad kasunod ng 2022 polls
Nagpaalala ang Department of the Interior and Local Government (DILG) sa lahat ng gobernador at alkalde ng mga lokal na pamahalaan na mag-organisa ng Local Governance Transition Team (LGTT) bago sumapit ang April 7, 2022.
Ayon kay DILG Secretary Eduardo Año, layon nitong magkaroon ng maayos na turnover ng mga responsibilidad kasunod ng 2022 National and Local Elections.
Dapat aniyang maipasa nang maayos ang lahat ng LGU assets, records, documents, at iba pa sa mga bagong mahahalal na lokal na opisyal.
“Public service must not be hampered amid a possible transition of leadership in the LGUs. We remind our local chief executives (LCEs) that as early as now ay bumuo na ng kanilang mga LGTT to guarantee the continuity of public service and ensure that all assets are well accounted for upon the transition,” saad ng kalihim.
Ayon kay Año, bubuoin ang LGTT ng LCE bilang chairperson habang ang mga miyembro naman ang LGU department heads; DILG representatives bilang DILG Provincial Director para sa provincial government, DILG City Director para sa city government, o DILG Municipal Local Government Operations Officer (LGOO) para sa municipal government; at secretary ng lokal na Sanggunian.
Magkakaroon din aniya ng isang representante mula sa civil society organization (CSO) o people’s organization (PO).
Ang mga miyembro naman ang pipili ng magsisilbing vice-chairperson.
Sa pamamagitan ng DILG Memorandum Circular (MC) No. 2022-029, sinabi ni Año na titiyakin ng LGTT ang pag-iingat sa LGU records at documents sa panahon ng eleksyon.
Sisigurahin din nito ang maayos na transition sa mga bago o re-elected officials sa June 30, 2022.
Ani Año, magsasagawa ng inventory ang LGTT sa mga pag-aari ng LGU.
“Along with the other LGU documents, the LGTTs are expected to ensure that the all-important LGU Devolution Transition Plan, in line with the implementation of the Mandanas-Garcia Supreme Court ruling and Executive Order No. 138, will be forwarded to the new set of local officials,” saad pa nito.
Mag-oorganisa rin ang LGTT ng turnover ceremony para sa mga susunod na opisyal.
