RA 11650 maituturing na ‘landmark law’ – E-Net Philippines

Ikinalugod ng Civil Society Network for Education Reforms (E-Net Philippines) ang bagong Republic Act No. (RA) 11650 “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act.”

Sinabi ni Olivia Lucas, pangulo ng E-Net Phils., nakakatiyak na ng de-kalidad na edukasyon ang mga batang may kapansanan.

Binanggit nito na base sa batas, magtatayo ng Inclusive Learning Centers (ILRCs) sa lahat ng school districts at mga lokal na pamahalaan para sa pag-aaral ng mga batang may kapansanan.

“This landmark law governs how public agencies and schools provide early intervention, appropriate education, and support services to the 5 million Filipino children and youth with disabilities, addressing their educational requirements and needs to be effective and successful in inclusive learning environments,” sabi ni Lucas.

Pinuri nito ang mga nagsulong ng batas, si Sen. Sherwin Gatchalian, chairman ng Senate Committee on Basic Education sa bahagi ng Senado at sa Mababang Kapulungan naman ay si Pasig Rep. Roman Romulo, chairman ng House Committee on Education and Culture, gayundin ang Office of the President.

“The future of children with disabilities is brighter in inclusive classrooms and schools. Inclusive education not only benefits learners with disabilities, but also create an environment in which every student, including those who do not have disabilities, has the opportunity to flourish,” dagdag pa ni Lucas.
