Katuwiran ni Angara, layon naman nitong mahikayat ang pagpapaunlad sa sektor na kinabibilangan ng artists, writers at creative arts performers at mabigyan sila ng sapat na pagkilala.
“Filipino artists have been showcasing their skill and creativity to the world and in the process, helping to raise awareness of the international community to the wealth of talent that is in the country,” sabi pa ni Angara.
Kamakailan, ilan lamang sa pinarangalan sina John Arcilla na nanalo sa Coppi Volpi bilang best actor sa 78th Venice Film Festival at director Diane Paragas sa pelikulang “Yellow Rose” ma itinanghal bilang 2019 Reel Asian Best Feature Film sa Toronto International Film Festival.
Gayundin ang mga mang-aawit na sina Marlon Macabaya at Denise Melanie Du Lagrosa, na nasungkit ang first at second place Stars of Albion Grand Prix 2019 sa London; at ang pitong taong gulang na pintor na si Worth Lodriga, na nanalo bilang first place sa 2017 Student Mars Art Contest sa Amerika.
Sa inihaing Senate Bill 2466 o Artists Incentives Act of 2021 ni Angara, tatanggap ng P500,000 ang mga Filipino artist na makakasungkit ng natatanging pagkilala o iba pang award sa mga international competition o exhibition.
Ang mga makakakuha naman ng pinakamataas na pagkilala, P1 milyon ang naghihintay sa kanila base sa pagdetermina ng National Commission for Culture and the Arts (NCCA), Film Development Council of the Philippines (FDCP) at Cultural Center of the Philippines (CCP).
“We have so many talented artists here in the country and many of them have yet to showcase their work at a larger stage. By providing these cash incentives we are giving them the motivation to work even harder so that they can reach their full potential and make a name for themselves, not only here, but also in the international arena,” dagdag ng senador.
Kabilang lamang sa competitions at exhibitions ang Festival de Cannes, Sundance Film Festival, Toronto International Film Festival, Venice Film Festival, Berlin International Film Festival, New York Film Festival, at Busan International Film Festival.
