Base sa appointment paper na nilagdaan ni Pangulong Rodrigo Duterte na may petsang Nobyembre 10, magiging epektibo ang panunungkulan ni Carlos sa Nobyembre 13.
Bago naging PNP chief, nagsilbing spokesman si Carlos at naging pinuno ng Highway Patrol Group.
