Papalitan ni Quitain si dating Chief Presidential Legal Counsel Salvador Panelo na una nang nagbitiw sa puwesto dahil tatakbong senador sa 2022 national elections.
Bago naitalaga sa bagong puwesto, naging Officer-In-Charge si Quitain sa Office of the Special Assistant to the President (OSAP) nang tumakbong senador si Senador Christopher “Bong” Go noong 2019 elections.
Naging administrator din ng Davao City si Quitain noong mayor pa ng Davao City si Pangulong Duterte.
