Ayon kay Interior Secretary Eduardo Año, simula ito ng implementasyon ng granular lockdown dahil saa banta ng COVID-19.
Ibig sahinin sa ilalim ng Alert Level 4 ay tumataas ang kaso ng COVID-19 at mataas ang utilization rate ng ICU beds.
Hindi papayaganng makalabas sa tahanan sa Alert Level 4 ang mga nag-eedad 18 anyos pababa at 65 anyos pataas maliban na lamang kung bibili ng essential goods at services.
Pinapayagan ang outdoor exercises kahit na ano pang vaccination status pero limitado lamang sa loob ng village o barangay.
Bawal ang establishments at activities na indoor tourist attractions, cinemas, internet cafés, casinos, wedding receptions, gyms, at cosmetic clinics at iba pa.
Papayagan naman sa Alert Level 4 ang outdoor o al fresco dine-in services pero hanggang 30 percent capacity lamang.
Papayagan din ang indoor dine-in services ng hanggang 10 percent capacity lamang.
