Noong 2019 ipinasok ni Customs Comm. Rey Leonardo Guerrero sa PGS ng Institute for Solidarity in Asia (ISA) at noong taon na iyon at hanggang noong nakaraang taon ay Gold Governance Trailblazer ang kanilang nakuha sa ‘Initiation Stage’ at ‘Compliance Stage.’
Sa Proficiency Revalida, inilatag ni Guerrro ang kanilang ‘accomplishments’ at ‘breakthrough results kasama na ang automation ng 108 ng 148 BOC Core Processes; full utilization ng 17 Customer Centers sa buong bansa; at ang paglulunsad ng National Customs Enforcement Network and Customs Operations Center, to name a few.
Sinabi din nito na para naman sa pagbabago sa kanilang mga tauhan, ikinasa nila ang Values Transformation Program, digitized IPCR at Personal Scorecard.
Giit ni Guerrero ang mga programa nila ay nakatuon sa modernisasyon ng kanilang mga sistema at proseso, gayundin ang sa ‘values reformation’ ng kanilang mga tauhan.

Ayon kay Guerrero, ipagpapatuloy nila ang mga ikinakasa nilang pagbabago hanggang sa ‘final stage’ ng PGS.
