Mga obserbasyon ng COA sa paggasta ng DOTr sa pondo, project delays hiniling maimbestigahan
Nais ni Senator Leila de Lima namaimbestigahan sa Kongreso ang hindi maayos na paggamit ng Department of Transportation (DOTr) ng inilaan sa kanilang pondo sa Bayanihan 2 Act.
Bukod dito, nakasaad sa inihain ni de Lima na Senate Resolution No. 884, na dapat din maimbestigahan ang pagkaka-antala ng mga proyekto ng kagawaran.
Diin niya dapat ay may mapanagot na mga opisyal sa mga hindi tamang paggamit ng pondo, gayundin ng mga hindi pa natatapos na mga proyekto.
Nag-ugat ang resolusyon ng senadora sa 2020 report ng Commission on Audit (COA).
“The underutilization of DOTr’s aid funds not only hindered its optimum use towards much needed programs, it also immobilized already scarce funds which could have been appropriated towards the health and education sectors especially in this time of pandemic.Concerned offices and officials must therefore be enjoined to explain their failure to perform their mandates,” sabi pa nito.
Kabilang din sa mga napuna ng COA ay ang kabiguan ng DOTr sa pamamagitan ng Land Transportation Office (LTO) na maipalabas ang mga plaka ng sasakyan sa kabila ng pagbabayad na ng mga motorista.
Katuwiran pa ni de Lima dapat ay malaman kung may kailangan na amyendahan sa mga batas na nagiging dahilan para mapatagal ang pagpapatupad ng mga programa at proyekto.
