Panukalang “Public Health Emergency Importation Tax Exemption Act” pasado na sa Kamara
Pasado na sa ikatlo at huling pagbasa sa Kamara ang panukala na nagsusulong na mailibre sa buwis ang mga medical oxygen, bakuna at iba pang mga kritikal na produktong medikal at essential goods sa panahon ng public health emergencies, gaya ng COVID-19 pandemic.
Sa botong 202 na YES at walang pagtutol, inaprubahan ng mga kongresista ang House Bill 8895 o ang panukalang “Public Health Emergency Importation Tax Exemption Act.”
Tinrabaho ng Kamara ang panukala bilang tugon sa “presidential request” o hiling ni Pangulong Rodrigo Duterte na bigyan ng tax relief ang medical supplies lalo na ang medical oxygen dahil sa pagtaas ng mga kaso ng COVID-19 at banta ng Delta variant.
Sa ilalim ng panukala, pinalilibre sa Value Added Tax o VAT, custom duties at iba pang fees ang paggawa, importasyon, bentahan at donasyon ng “critical medical products” na tutukuyin ng Department of Health (DOH), katuwang ang Department of Trade and Industry (DTI) at Department of Environment and Natural Resources (DENR).
Kabilang na rito ang mga medical oxygen, bakuna, gamot, personal protective equipment gaya ng face masks at face shields, at iba pang laboratory at medical equipment.
Kasama rin sa tax exemption ang “consumables” gaya ng mga alcohol, sanitizer, thermometer, testing kit; at mga equipment para sa waste management, raw materials at iba pa.
