Patuloy na pag-atake ni Pangulong Duterte sa COA sinabing panglilihis sa isyu

Duda ni Senator Leila de Lima na pagtatangka na mailihis ang isyu sa maaring katiwalian sa paggamit ng pondo sa pagtugon sa pandemiya ang hangad ni Pangulong Duterte kayat patuloy ang pag-atake nito sa Commission on Audit (COA).

Reaksyon ito ni de Lima sa naging tanong ni Pangulong Duterte kung sino naman ang sumusuri sa paggasta ng pondo ng COA, kasunod nito ang kanyang pahayag na kapag nanalo siya sa 2022 vice presidential race ay siya ang mag-audit sa COA.

“For someone who almost always makes it a point to remind everyone that he is a lawyer, and therefore knows the law (which is not always the case), Duterte most often than not only reveals his ignorance of the law,” sabi ni de Lima.

Paalala nito, ang COA ay hindi maaring ituring na ordinaryong ahensya sa ilalim ng Executive Department at ito ay maaring lang sumailalim sa ‘post audit.’

“In short, it is not treated to the same audit scrutiny as the Executive Department simply because the bulk of the annual budget is spent by the latter, while it is only fiscal autonomy that protects the former from attacks by the political branches of government, like what Duterte is now doing to COA,” dagdag pa nito.

Diin pa niya na halata naman na mas interesado ang Punong Ehekutibo na pagtakpan ang katiwalian at kawalan ng kakayahan ng ilan sa kanyang mga opisyal.
