LTFRB, may paliwanag ukol sa pagkwestiyon ng COA sa service contracting program

Nagpaliwanag ang Land Transportation Franchising and Regulatory Board (LTFRB) sa pagkwestiyon ng Commission on Audit (COA) sa Service Contracting Program na nagkakahalaga ng P5.56 bilyon.

Lumabas sa 2020 COA report na ang naturang programa ng Department of Transportation (DOTr) at LTFRB ay gumamit lamang ng isang porsyento ng inilaang pondo sa programa.

“To set the records straight, with the actual funds downloaded to LTFRB only in November 2020, the Service Contracting Program was immediately implemented to incentivize Public Utility Vehicle (PUV) drivers and operators who were given permission to operate during the COVID-19 pandemic,” saad ng LTFRB.

Iginiit nito na napirmahan ang Memorandum of Agreement (MOA) sa pagitan ng LTFRB at Landbank of the Philippines (LBP) noon lamang December 2020, na namuno sa pamamahagi ng cash subsidies sa mga benepisyaryo sa iba’t ibang public land transportation sa pamamagitan ng pagpapasok nito sa mga LBP bank accounts o e-money/wallet ng GCASH o PAYMAYA via InstaPay o PESONet.

“Therefore, it is misleading to angle certain reports and columns that only 1% was used from the P5.56-B funds for the Service Contracting Program, where in fact, the 1% utilization rate only covers the implementation month of December 2020, which is also the coverage/extent of the COA report that was released,” dagdag nito.

Ayon pa sa ahensya, upang masiguro ang istrikstong pagsunod sa service contracting agreement, kinailangang kumpletuhin ng mga driver at operator ang orientation at magsumite ng mga dokumento para makakuha ng permit to operate.

Sa pamamagitan ng Technical Working Group (TWG) at Program Implementing Unit (PIU), natugunan ng ahensya ang kakulangan sa tao at naayos ang proseso nang hindi nakokompromismo ang integridad at datos.

Hanggang June 20, 2021 nasa P1.5 bilyon na ang nailabas para sa beneficiary drivers sa buong bansa at para sa pagbili ng Systems Manager, na gagamitin para sa development at management ng lahat ng project systems.

Kabilang dito ang initial payout na P4,000 sa 23,410 drivers; one-time onboarding incentives na P25,000 sa 8,461 drivers; one-time onboarding incentives na P20,000 sa 702 drivers; at 18,864 drivers naman ang nakatanggap ng kanilang weekly payouts.

Sinabi ng LTFRB na mahigpit silang nakikipag-ugnayan sa Department of Budget and Management (DBM) para sa pag-release ng pondong P3.3 bilyon para sa nalalabing account payables.
