CHR, mag-iimbestiga sa pamamaril sa curfew violator sa Maynila

Nagsasagawa na ng imbestigasyon ang Commission on Human Rights (CHR) sa pamamaril sa isang curfew violator sa Tondo, Maynila.

Nabaril ng barangay tanod na si Cesar Panlaqui ang 59-anyos na curfew violator na may mental illness na si Eduardo Geñoga sa Tondo noong August 7, ikalawang araw ng Enhanced Community Quarantine (ECQ) sa Metro Manila.

“It is condemnable and deeply concerning that a quarantine violator died again in the implementation of quarantine protocols, which is reminiscent of deaths of violators in last year’s ECQ implementation,” pahayag ni CHR spokesperson, Atty. Jacqueline Ann de Guia.

Pagdidiin pa nito, health crisis ang pinagdadaanan sa gitna ng pandemya at hindi isang peace and order agenda.

Hindi aniya makatutulong sa pagpipigil sa pagkalat ng COVID-19 ang pagpapatupad ng pwersa.

Dagdag nito, “We reiterate our stern reminder that in case of aggression, thwarting it must always be necessary and proportionate to the level of threat and assault.”

Ipinaalala rin nito sa mga awtoridad na ipatupad ang human-rights based policing at irespecto ang dignidad ng bawat indibiduwal.

Nagparating naman ng pakikiramay ang CHR sa naulilang pamilya ng biktima.

“In these period of health and economic crisis, compassionate and human rights-based approach must be employed to ensure the welfare of all, especially the vulnerable and impoverish sectors,” saad pa nito.
