ERC, pinagpapaliwanag ang NGCP ukol sa pagkaantala sa pagtatapos ng transmission projects

Ipinagpapaliwanag ng Energy Regulatory Commission (ERC) ang National Grid Corporation of the Philippines (NGCP) kung ano ang sanhi ng pagkaantala sa pagtatapos ng transmission projects.

Sinabi ng ERC na ang kanilang direktiba ay nakapaloob sa 33 orders na inilabas ng komisyon sa NGCP ukol sa mga proyekto na aprubado ng ERC.

“We have directed the NGCP to explain in detail the changes in the timeline and the events or activities that led to the modification of the transmission projects’ completion,” pahayag ni ERC Chairperson at CEO Agnes Devanadera.

Aniya pa, “The NGCP’s explanation will shed light on the status and reason/s for the delay of the completion of the thirty-three (33) transmission projects that we have already approved.”

Ipinag-utos din ng ERC sa NGCP na sumunod sa requirement ng Republic Act No. 9136 o Electric Power Industry Reform Act (EPIRA) para sa pagpasok sa Ancillary Services (AS) contracts at mag-update sa komisyon tungkol sa lagay ng negosasyon.

Sa ilalim ng EPIRA, partikular ang Section 8, na may kinalaman sa Section 21, nakasaad na responsibilidad ng NGCP ang planning, construction at centralized operation, at maintenance ng high voltage transmission facilities, kabilang ang grid interconnections at Ancillary Services.

Sinabi ng ERC na inaprubahan nila ang Ancillary Services Procurement Plan (ASPP) na nagtatakda ng kinakailangang lebel ng AS.

“The completion of the NGCP transmission projects is a crucial element in ensuring the stability of electricity in the entire country,” saad ni Devanadera.

“In the same manner, there must be sufficient Ancillary Services Procurement Agreement (ASPA) in place to support the transmission of power capacity and energy from generation sources to consumption loads and maintain the reliable operation of the transmission system,” dagdag pa nito.
