Inaprubahan na sa ikatlo at huling pagbasa sa Mababang Kapulungan ng Kongreso ang Resolution of Both Houses no. 2 o Economic Charter Change o Cha-cha.
Sa araw ng Martes, June 1, pinagtibay ang panukalang pag-amyenda sa ilang restrictive economic provisions ng 1987 Constitution sa botong 251 na Yes, 21 na No, at dalawang abstain.
Naipasa ang naturang resolusyon sa kailangan ng 3/4 votes mula sa buong miyembro ng Kamara.
Sa ilalim nito, partikular na pinaaamyendahan ang Article 12 (National Patrimony and Economy), Article 14 (Education, Science, Technology, Arts, Culture and Sports) at Article 16 (General Provisions).
Nakasaad din dito na isisingit ang katagang “unless otherwise provided by law” para luwagan ang limitasyon sa foreign ownership sa natural resources, public utilities, educational institutions, media at advertising sa Pilipinas.
Sa pagkakapasa sa RBH no. 2, iaakyat na ito sa Senado para sa deliberasyon.
