Panukala para sa pagkilala sa mga karapatan ng ‘foundlings,’ itinutulak sa Senado

Umapela si Senator Leila de Lima sa kanyang mga kapwa senador na ipasa ang panukala para mabigyang proteksyon ang karapatan ng mga inabandonang bata na hindi kilala ang mga magulang.

Ayon kay de Lima, mandato ng mga senador na magpasa ng mga batas na titiyak na matutugunan ang karapatan ng ‘foundlings’ sa bansa.

Bukod kay de Lima, awtor din ng Foundling Recognition and Protection Act sina Sens. Risa Hontiveros at Lito Lapid.

Sa kanyang sponsorship speech na pinamagatang ‘Justice for Those Who Were Found,’ hinikayat ni de Lima ang mga kapwa senador na kilalanin ang karapatan ng ‘foundlings’ na makilala bilang natural-born citizens ng bansa.

Layon din nito na maamyendahan ang Articles 276 at 277 ng Revised Penal Code and Special Laws.

Ayon ka de Lima, namumuno ng Committee on Social Justice, Welfare and Rural Development, base sa Hague Convention, ang isang bata na hindi alam ang kapwa magulang ay dapat kilalanin ng bansa kung saan siya ipinanganak.

“It is, therefore, not only equitable, but also constitutional that we provide a legal regime, through legislation, on the status of the foundlings in our country and recognize their full rights as natural-born Filipinos,” aniya.
