Kawalan ng pondo para sa Bayanihan 3, pinuna sa debate

May reservations si House Deputy Speaker at Davao City Rep. Isidro Ungab sa pagpasa sa panukalang Bayanihan 3 na nangangailangan ng P405.6 billion na pondo. Ayon kay Ungab, walang malinaw na commitment ang Department of Budget and Management (DBM), Department of Finance (DOF) gayundin ang Bureau of Treasury para mapondohan ang panukala at mabigyan ng certificate of funds availability. Nakasaad aniya sa batas na kailangan ang certificate of funds availability dahil kung wala ito ay walang paghuhugutan para mapondohan ang panukala. Paliwanag nito, hangga’t walang mapagkukunan ng pondo hindi makararating sa mga Filipino ang kinakailangang ayuda. Nilinaw naman ni Ungab na hindi siya tutol sa lifeline package at sa katunayan ay handa siyang bumoto nang pabor dito. Nag-aalala lang daw siya na hindi ito maisakatuparan dahil sa kawalan ng certificate of fund availability kaya gusto niyang masiguro na mapopondohan ang Bayanihan 3.
