Pilipinas, umutang ng $18.4-B para sa COVID-19

Tumataginting na $1.2 billion o katumbas na P60 bilyn ang inutang ng Pilipinas para ipangbili ng bakuna kontra COVID-19.

Ayon kay Finance Undersecretary Mark Dennis Joven, galing ito sa World Bank, Asian Development Bank at Asian Infrastructure Investment Bank.

Ayon kay Joven, bukod sa mga inutang na pera, naglaan din ang pamahalaan ng P125 bilyon mula sa national budget para sa bakuna.

Sa kabuuan, nasa P72.5 bilyon ang nakalaang pondo para sa vaccination program.

“So we have borrowed a total of 1.2 billion US dollars or around 60 billion pesos from 3 multilateral institutions – so these are the World Bank, the ADB and the AIIB. On top of that, the budget also provides for around 12.5 billion pesos. So right now basically we have available funds of around 72.5 billion pesos for the vaccination program,” pahayag ni Joven.

Pero ayon kay Joven, sa $1.2 billion na inutang ng Pilipinas, nasa $100 million pa lamang ang nagagastos.

“When you say na-obligate, it means that you know, there were contracts already signed to procure vaccines ha – that’s what we mean by na-obligate. So to distinguish, kung tinanong ninyo ho sa akin is how much has been released or drawn from the facility to pay for the vaccines, I think right now 100 million dollars pa lang iyong nadu-draw. Because ang ginawa ho natin doon sa vaccine loans, basically binack load natin iyong payment kapag ready na to deliver basically para hindi ho tayo maipit na nagbayad tayo ng pera pero hindi ho natin nakuha iyong vaccine,” pahayag ni Joven.

Sa ngayon, ang mga bakuna na gawa ng Sinovac, AstraZeneca, Moderna at Pfizer ang pumapasok sa Pilipinas.

Paliwanag ni Joven, kailangan umutang ng Pilipinas dahil lumulubog ang ekonomiya bunsod ng pandemya.

Ayon kay Joven, hanggang April 28, 2021, umaabot sa $18.4 billion ang kabuuang utang ng Pilipinas mula sa external sources o foreign sources.
