Itinaas na ng Pagasa sa Tropical Cyclone Wind Signal Number 2 ang Catanduanes, Northern Samar, Eastern Samar at Samar.
Ito ay dahil sa patuloy na pananalasa ng Bagyong Bising.

Sorsogon, Albay, eastern portion of Camarines Sur (Calabanga, Naga City, Pili, Bula, Bombon, Magarao, Canaman, Gainza, Camaligan, Milaor, Minalabac, Tinambac, Siruma, Lagonoy, Goa, Tigaon, Ocampo, Baao, Iriga City, Nabua, Balatan, Bato, Buhi, Sagnay, San Jose, Garchitorena, Presentacion, Caramoan, San Fernando), and the eastern portion of Masbate (Baleno, Masbate City, Mobo, Uson, Dimasalang, Palanas, Cataingan, Pio V. Corpuz) including Ticao Island

Biliran, Leyte, Southern Leyte, at Camotes Islands
Mindanao
Dinagat Islands, Surigao del Norte (including Siargao and Bucas Grande Islands), at Surigao del Sur
Taglay ng bagyo ang hangin na 195 kilometers per hour at pagbugso na 240 kilometers per hour.
Kumikilos ang bagyo sa west-northwestward direction sa bilis na 25 kilometers per hour.
Namataan ang bagyo ng 460 kilometers east ng Guiuan, Eastern Samar.
