Panghihimasok ni Senator Grace Poe sa usapin ng Private Motor Vehicle Inspection Centers pinalagan ng DOTr

Pumalag ang Department of Transportation sa pakikialam ni Senator Grace Poe sa isyu ng Private Motor Vehicle Inspection Centers (PMVICs).

Sa statement ng DOTr sinabi nito na walang basehan at hindi katanggap-tanggap ang akusasyong korapsyon ng senador sa usapin ng PMVICs.

“Now, since the senator is resorting to obfuscation and muddling the issue of the PMVICs with unfounded and unfair accusations of corruption and incompetence, allow us to set the record straight,” sabi sa pahayag ng DOTr.

Sabi ng ahensya, inakusahan sila ni Poe ng hindi paglalabas ng formal order ukol sa pagpapahinto na mandatory ang pagkuha sa PMVICs kung magpaparehistro ng sasakyan kahit na naglabas sila ng kautusan ukol dito.

Sa katanuyan, nagsumite pa nga ang Land Transportation Office (LTO) sa UP Law Center ng kopya upang mailathala ito kahit hindi naman kailangan.

“Senator Poe’s initial statement refers to the alleged absence of a formal order or issuance. The DOTr promptly belied the claim by showing the actual memorandum. With this, the good senator then tried to re-frame the issue by dismissing the memo as an internal documentation, and not an official presentation and pronouncement for public consumption,” nakasaad pa sa statement ng ahensya.

Iginiit din ng transport department na simula nang i-anunsyo ni Presidential Spokesperson Harry Roque ang kautusan ay nagsagawa sila kaagad ng virtual press conference upang ipaalam ito sa publiko.

Kumalat din anila ang kautusan sa mainstream at social media kung saan nakasaad ang impormasyon na ibinahagi ng tagapagsalita ng pangulo.

Sabi pa sa statement ng DOTr, “Allow us to remind the good Senator that when the matter of lowered inspection fees and reversing the mandatory requirement of the PMVIC was announced by Presidential Spokesperson Harry Roque on 11 February 2021, the DOTr and LTO fully complemented the same pronouncement by formally holding a virtual press conference, on the very same day, together with representatives from the health and environment sectors, and officers of the Vehicle Inspection Center Owners Association of the Philippines (VICOAP).”

Ipinaliwanag na rin anila ang mga sinasabing iregularidad gayundin naisumute na ang mga kinakailangang mga dokumento kasama ang live stream video footages ng aktwal na accreditation process.

Sinopla rin ng DOTr si Poe sa ginawa nitong pagkwestyon sa programa dahil sa walang naganap na bidding paliwanag ng ahensyon walang sangkot na pondo ng bayan sa PMVIC kaya hindi kailangan ng bidding.

Nanindigan naman ang ahensya na inirerespeto nila si Poe bilang isang mambabatas at hindi nila ito pinapakialaman sa mga nais nitong isulong na batas o kaya ay ipasuspinde ang batas na siya ang nagpanukala.

Gayunman, giit ng DOTr ibang usapan na kapag nanghimasok na ito sa pagpapasya ng ahensya at pagpapatupad ng mga programa para sa ikabubuti ng sambayanan.

“The DOTr fully respects Senator Poe as a legislator. We do not dictate upon her on how to craft laws, nor even suggest to suspend the implementation of any law she principally authored. But, to insist on encroaching on our prerogative and function to implement a program or policy beneficial to the people is altogether a different matter,” giit ng DOTr.
