Vaccine rollout, kailangan na upang kaagad makabawi ang ekonomiya – Salceda

Talong solusyon ang nakikita ni House Committee on Ways and Means Chairman at Albay Rep. Joey Salceda upang makabangon ang bansa sa bagsak na estado ng paglago ng ekonomiya noong 2020.

Ayon kay Salceda na isa ring ekonomista, kailangang iwasan ng pamahalaan ang mga mapanuksong polisiya bagkus ay dapat magkaroon ng agarang rollout ng bakuna kontra COVID-19.

Kailangan aniya bago matapos ang taon ay makamit na ang target na herd immunity, kaya umaapela rin siya na kaagad aprubahan ang Bayanihan sa Bakuna Act dahil mapapabilis nito ang procurement, rollout at administration ng mga bakuna.

Sabi ni Salceda, walang silbi ang unti-unting pagbukas ng ekonomiya kung hindi naman naibabalik ang kumpiyansa ng publiko para lumabas.

“The most important one is vaccine rollout. We need herd immunity before this year ends. There can be no ifs and buts here. I urge the government to support the Bayanihan sa Bakuna Act (House Bill No. 8285) because it will expedite procurement, rollout, and administration of vaccines. No point in gradual reopening of the economy if we will not give people the confidence to go out,” saad ni Salceda.

Ikalawa, dapat gastusin ang pondo sa taong 2021 at ubusin ang natitira pa sa ilalim ng 2020 budget.

Iginiit nito na hindi dapat i-tolerate ang umiipit sa pondo kasabay ng mahigpit na babala na pananagutin ng Kongreso ang mga ahensya at kagawaran ng pamahalaan na gumagawa nito.

Dagdag nito, “The second most important solution is to make sure we spend the 2021 budget and exhaust the 2020 budget completely this year. No toleration of delays in spending should be tolerated. I sternly warn implementing agencies that Congress will hold you accountable for the budget requests you submitted but cannot spend.”

Pangatlo, kailangang ipaabot hindi lamang sa domestic kundi maging sa international investing communities na ang Pilipinas ay bukas sa negosyo.

Mangyayari lamang aniya ito kapag inaprubahan na ang Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act, pag-amiyenda sa restrictive economic provisions ng Saligang Batas sa ilalim ng Resolution of Both Houses (RBH) No. 2, at pagiging mas bukas sa patas na public-private partnership.

Sabi pa ni Salceda, “Finally, we need to signal to the domestic and international investimg communities that we are serious about being open for business. That means passing CREATE, Economic Charter Change in the form of RBH 2, and being more open to public-private partnerships that are fair.”

Samantala, tatlong bagay naman ang dapat na iwasang gawin aniya ng pamahalaan, una rito ang pagiging masyadong mapagbigay sa mga insentibo, pagkakaroon ng credit barriers, at ang pagiging takot sa pagkakaroon ng deficit.

Sa inilabas na 2020 year-on-year GDP ng Philippine Statistics Authority, bumagsak sa pinakamababang lagay ang paglago ng ekonomiya ng bansa sa kasaysayan na nakapagtala ng -9.5 percent.
