Base ito sa utos ni PNP Chief Debold Sinas matapos malaman ang resulta ng drug test nina Pat. Reyland Lacap, ng Olongapo City Mobile Force Co., at Pat. Benhur Ismael, ng 2nd Sulu Provincial Mobile Force Co.
“If left undetected, these two police rookies will continue with their drug use and perhaps influence others. They will have to go because there is no place for addicts in the PNP,” sabi ni Sinas.
Magugunita na agad nagsagawa ng random drug test ang PNP Crime Lab sa 397 pulis-Olongapo matapos maaresto noong Biyernes ng umaga ang apat nilang kasamahan sa buy-bust operation ng PDEA at PNP-CIDG sa Subic Bay Freeport Zone.
Nag-positibo sa marijuana si Lacap, samantalang shabu naman ang nakumpirmang tinira ni Ismael.
