Paalala ng CHR sa PNP, tiyaking nasusunod ang rule of law
May paalala ang Commission on Human Rights (CHR) sa Philippine National Police (PNP) habang hinihintay ang ginagawang imbestigasyon sa pagkamatay ng flight attendant na si Christine Angelica Dacera.
Ito ay kasunod ng anunsiyo ng pambansang pulisya ukol sa pagkakasa ng manhunt operation laban sa mga hinihinalang suspek nang walang legal na basehan tulad ng warrant of arrest.
“As much as we all want to immediately find out the truth about Christine’s death, the Commission reminds authorities to abide by their own rules and procedures to not cast any doubt in the regularity of police operations, as actions taken at the onset of the investigation play a pivotal role in the full and transparent resolution of the case,” pahayag ni Atty. Jacqueline Ann de Guia, tagapagsalita ng CHR.
Dapat aniyang masunod ang rule of law upang masigurong narerespeto ang karapatan ng lahat ng sangkot sa kaso.
Pinabulaanan din ng komisyon ang panawagang pagpapataw ng death penalty kung mapapatunayang nasawi ang 23-anyos na flight attendant dahil sa sexual assault.
“While perpetrators of rape and other forms of sexual violence must be held accountable, capital punishment would not genuinely address the problem,” ani de Guia.
Ang kakulangan ng hustisya sa mga biktima ng sexual violence ay ugat aniya ng pagkakaroon pa ng naturang paglabag.
“The CHR maintains its stance that conviction of criminals and certainty of arrest and punishment are more effective strategies in deterring crime and in delivering justice. Although tempting, imposing draconian punishments for heinous crimes might lead our society and institutions in committing further human rights violations,” saad pa ni de Guia.
