CPP/NPA idineklarang terorista kahanay ng ISIS, Maute Group, at Daulah Islamiyah – ATC

Terorista na ang pagsasalarawan sa Communist Party of the Philippines/New People’s Army (NPA) kahalintulad ng iba pang teroristang grulo gaya ng Islamic State East Asia, Maute Group, Daulah Islamiyah, at iba oang mga grupo.

Kasunod ito ng Resolution No. 1 ng Anti-Terrorism Council (ATC) na nilagdaan ni Executive Sec. Salvador Medialdea.

Dahil sa resolusyong ito ng ATC, opisyal nang isang terrorist organization ang NPA.

Ang deklarasyon ay kasabay ng pagdiriwang ng ika-52 founding anniversary ng NPaA.

Ayon sa ATC, matagal na panahon ang naging pagpapanggap ng NPA upang makatanggap ito ng suporta mula sa international Non-Government Organizations (NGOs) at makalikom ng pondo upang maisagawa ang paghahasik nila ng rebelyon.

Nananakot din dila para makapangikil ng salapi lalo na kapag panahon ng kampanya.

Sinabi ng ATC na sa katunayan, mula 2016 hanggang 2019, ang CPP/NPA ay nakapangikil ng aabot sa P5.5 billion na halaga ng ‘revolutionary taxes.’

Pero ngayong itinuturing na silang terorista, sakop na ng kapangyarihan ng Anti-Money Laundering Council o AMLC ang kanilang pondo at ari-arian.

Maari na din itong maimbestigahan at maisailalim sa freeze order salig sa Section 11 bg RA 10168. ..

“Section 8 of RA 10168, provides that any person who knowingly deals with any property or funds of designated persons or makes available any property or funds or financial services or other related services to such designated persons faces criminal and civil liability,” ayon sa ATC.

Ang designation sa NPA bilang terorista ay batay sa Section 25 paragraph 3 ng RA 11479 o ang Anti–Terrorism Act of 2020.

Ayon sa ATC, may sapat na batayan na ang CPP/NPA ay may mga nagawa na maaring maparusahan sa ilalim Section 4 ng Anti-Terrorism Act of 2020 (ATA).

Kabilang din dito ang mga pagsasagawa nila ng karahasan na nagresulta sa pagkasira ng mga ari-arian, pagkasawi ng marami at pinsala sa negosyo at ekonomiya.

“The ATC also found probable cause to designate the CPP/NPA as a terrorist group for its violent and armed activities that resulted in the destruction of properties, loss of lives, and damage to business and economy as cited in the pending proscription case and other collated reports from the security and intelligence sector,” ayon pa sa ATC.

Dagdag pa ng ATC: A petition of the National Prosecution Service (NPS) of the Department of Justice (DOJ) cited in the resolution mentioned 12 incidents which constitute terrorist acts of murder, kidnapping and arson to prove that the CPP/NPA continues to commit acts of terror to sow and create a condition of widespread and extraordinary fear and panic among the populace in order to coerce the Philippine Government to give in to its unlawful demand, i.e., for the CPP/NPA to overthrow the duly constituted authorities and seize control of the Philippine Government. Similar terrorist acts are continuously committed by the CPP/NPA in different parts of the country up to the present.

Ang NPA ay una nang naideklarang terorista ng US, Australia, Canada, at New Zealand.

Binuo ang ATC para ipatupad ang ATA at maging responsable sa epektibong pagpapatupad ng polisiya ng bansa laban sa terorismo.

“In direct opposition to this objective of terrorist groups to erode our people’s freedoms, the ATC sees to it that our counterterrorism measures, such as the foregoing designations, uphold the rule of law,” ayon pa sa ATC.
