Pagkakaroon ng vaccination passport, itinutulak sa Kamara

Isinusulong ni Ang Probinsyano Rep. Ronnie Ong ang isang panukala upang magkaroon ng immunization o vaccination passports para sa lahat ng mga makakatanggap ng COVID-19 vaccine at iba pang mga bakuna sa iba’t ibang sakit para sa isang mas systematikong proseso.

Base sa inihaing House Bill No. 8280 ni Ong, nais nito na magkaroon ng paghahanda ang pamahalaan upang maging maayos ang pagpapatupad ng anti-COVID-19 mass vaccination program para mas ma-maximize ito.

Sa ilalim ng panukala, inaatasan ang Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID), Department of Health (DOH), Department of Tourism (DOT), Department of Foreign Affairs (DFA), Department of Trade and Industry (DTI) at Department of Transportation (DOTr) na magkipag-ugnayan sa isa’t isa at makabuo ng internationally-recognized vaccine passport na magsisilbi bilang katibayan na nabakunahan na ng COVID-19 ang isang indibidwal.

Ang mga pepeke ng naturang dokumento ay papatawan ng karampatang parusa na itinatakda ng Republic Act No. 8239 o ang Passport Act of 1996.

Kailangan na idokumento aniya ng pamahalaan ang lahat ng inoculation process para matiyak na ma-monitor ng mga awtoridad ang efficacy ng bakuna at matukoy ang mga side effects nito kung mayroon man.

Sabi ni Ong, “Beginning December of this year, various countries have already been leading the procurement of COVID19 vaccines and have been positively considering the follow-up implementation of vaccine passports which would incentivize vaccination and would impose an artificial restriction on who can and cannot travel within and outside the country and participate in social, civil, and economic activities.”

Maari aniyang gamitin ang vaccination passport bilang identification system para payagan ang mga tao sa mga pampublikong lugar at makadalo rin sa mass gatherings kahit hindi gumagamit ng face masks at face shields.

Maari rin aniyang obligahin ng mga establisiyemento ang publiko na ipakita ang kanilang vaccination passport hanggang sa ideklara ng DOH na tuluyan nang napuksa ang COVID-19.
