Apela ng NTC sa DICT, DILG, DPWH, DHSUD at ARTA: Padaliin ang permitting process sa fiber optic networks

Umapela ang National Telecommunications Commission (NTC) sa DICT, DILG, DPWH, DHSUD, at ARTA na isama sa pagpapaikli ng proseso ng pagkuha ng permiso para sa fiber optic networks.

Ito ay kahalintulad sa joint memorandum circular ( JMC) no. 1 series of 2020 ng mga naturang ahensiya sa pagpapatayo ng Telco towers.

Ang naturang apela ng NTC ay nakapaloob sa kanilang liham sa mga nabanggit na ahensiya.

Katulad ng Common Telecommunication Towers, ang fiber optic networks ay mahalaga sa telecommunication infrastructure para tugunan ang ICT needs ng bansa.

“In addition to right-of-way concerns, the number of permits and licenses, lead time and processes of rolling out these networks are similar to the applications for permits and licenses of cell towers prior to JMC No. 1 s. 2020.” saad pa sa liham ng NTC.

“Streamlining these processes is expected to significantly improve the country’s connectivity, the importance of which is felt now more than ever due the COVID-19 pandemic. A seamless integration of the fiber optic cable with wireless technologies is critical for the country’s national broadband network.” dagdag pa ng NTC.

Sabay na minamadali ng PLDT at Globe ang paglatag ng kani-kanilang fiber internet sa buong bansa dahil sa tumataas na demand ngayong panahon ng pandemic.

Sa kasalukuyan, ang PLDT ay maroong fiber optic network sa lawak na 360,000 kilometers, habang ang Globe naman ay 50 percent nang nailatag ang kanilang fiber nitong nagdaang agosto, kumpara noong 2019.

Samantala, and ICT fiber network naman ng Converge ay bumabaybay na ang
35,000 kilometers sa Luzon na target na maserbisyuhan ang 55 percent ng mga bahay sa buong bansa pagsapit ng 2025.

Ang Expanded fiber roll-out ng telcos ay inaasahang matatapos pagsapit ng 2021 dahil sa tumataas na demand at pagpasok ng DITO Telecommunity.

Matatandaang sumulat na rin kamakailan ang NTC kay DPWH DPWH Secretary Mark A. Villar na ikonsidera ang mungkahing amiyenda sa kasalukuyang
rules and regulations ng DPWH Department Order (D.O.) 73 sa right-of-way.

Ang isyu sa Right-of-way ang nanatiling pangunahing dahilan ng pagkaantala ng telcos’ nationwide roll-out plans na hadlang para sila ay makapagpatayo ng kanilang critical backbone at last mile connectivity.
