Mga senador, ‘kontrahan’ sa pag-amyenda ng Kamara sa 2021 national budget

Ipinagpapalagay na lang ni Senate President Vicente Sotto III na walang iregularidad sa ginawang ‘post approval amendments’ sa P4.5-trillion 2021 national budget.

Sinabi ni Sotto na hindi ilegal ang nangyari kung bago pa lang ang pag-apruba sa 2021 General Appropriations Bill sa Kamara ay ipinaalam na ng ilang kongresista ang gagawin nilang pag-amyenda.

“If they manifested to do that before they approved on third reading, subject to style, then it’s possible. It means they approved it in principle…As long as they manifest it before approval,” sabi ni Sotto at dagdag nito, “as they submit to us, we will of course presume regularity.”

Ito rin ang paniniwala ni Sen. Sonny Angara, ang chairman ng Senate Committee on Finance, at kumpiyansa ito na nasunod sa Kamara ang proseso na nakasaad sa Saligang Batas.

“We presume regularity given it’s a co-equal House and we know that House leaders know the procedures outlined in the Constitution and will comply with such,” sabi pa ni Angara.

Ngunit, taliwas ito sa posisyon ni Sen. Panfilo Lacson na iginiit na hindi maaring amyendahan ng mga mambabatas ang isang panukala na naaprubahan na kahit sa katuwiran na ang pagkakamali ay sa bahagi ng mga ahensiya ng gobyerno.

“Article 6, Section 26, Paragraph 2 of the 1987 Constitution is unequivocally clear, regardless of where the amendments will come from…’Upon the last reading of a bill, NO AMENDMENT THERETO SHALL BE ALLOWED, and the vote thereon shall be taken immediately thereafter, and the yeas and nays entered in the Journal’,” ang diin ni Lacson sa inilabas niyang pahayag.

Si Sen. Francis Pangilinan, una na ring kinuwestiyon ang legalidad ng ginawa ng Kamara.
