Ito ay dahil naaprubahan na ng Kamara ang budget sa ikalawang pagbasa.
Ayon kay Presidential Spokesman Harry Roque, maari nang umpisahan ng senado ang pagdinig sa budget dahil hindi naman nito kailangan na hintayin pa na maaprubahan ng kamara ang budget sa third and final reading.
Naging tradisyin na rin naman aniya sa senado na kahit baka break ang sesyon ay maaring magsagawa ng mga hearing.
Sa ganitong paraan ayon kay Roque hindi maantala ang pagpasa sa budget
“What is important is that the House has already commenced its deliberation on the budget. Meaning, the Senate can also act on the budget already, because there is no requirement that the Senate must wait for the approval on third and final reading. It is enough that the budget has originated from the House; and I think the fact that it has been approved on second reading, it is enough for the Senate to, at least, proceed with its own deliberations of the budget on the basis of the NEB. Although, they will still have to await the final copy of the House bill ‘no before they can themselves approve it,” ayon kay Roque.
Una rito, sinabi ni Roque na hindi katanggap tanggap kay pangulong duterte na magkaroon ng reenacted budget o maantala man lang ang pagpasa sa budget dahil nakapaloob doon ang recovery at rehabilation plan ng gobyerno sa COVID-19.
